Instructions
- In a large bowl, whisk together flour, cornstarch, baking powder, salt, garlic powder, and black pepper.

- Gradually add water to the dry ingredients, whisking until the batter is smooth.

- Dip cauliflower florets into the batter, ensuring each piece is evenly coated.

- Heat oil in a deep-fryer or large pot to 365°F. Fry the battered cauliflower in batches until golden and crispy, about 3-4 minutes per batch.

- Remove the fried cauliflower from the oil and drain on paper towels. Serve hot.
